An Assessment of Domestic Sourcing in Madison County: Marshall, North Carolina for the United States Department of Agriculture

This study assesses the potential of Marshall, North Carolina as a viable destination for technology business labor sourcing and makes a final recommendation to the USDA. It illustrates the need and gap in high performing broadband, and its role in supporting a nascent tech sector. It details the available technology workforce in the region, and the active role played by local businesses and institutions in supporting the growth of a developing tech sector.




This report, furnished to the USDA in 2016, became the basis for the White House to name Madison County, North Carolina and Wise County, Virginia as America's newest White House endorsed TechHire destination on June 27, 2016. The TechHire program supports American communities who exhibited advanced levels of business, educational, and governmental collaboration to support the training and placement of individuals into the technology sector in those communities. TechHire is now managed by Opportunity@Work, which focuses on advancing economic opportunity for underserved individuals.
